It comes in the Hadith that when a donkey sees shaitaan, it brays. But during Ramadhaan, the shayaateen are chained, yet we see donkeys braying. Please explain the conflict.

While a donkey brays when it sees shaitaan, it does not mean that every time it brays it is on account of shaitaan.Sometimes its braying is because it sees shaitaan, and sometimes it brays naturally.
